The “Cart Page” element can only be added to the WooCommerce Cart Page.

The WooCommerce Cart Page is currently set to “cart” (ID: 8).

Set the WooCommerce Cart Page in the WP admin at WooCommerce > Settings > Advanced > Page Setup.
